Eric Marlier is the International Scientific Coordinator of the Luxembourg Institute for Socio-Economic Research (LISER). He joined the Institute in 2002.

Since 1988, he has been in charge of many international dossiers - for the European Commission, the Council of Europe, the United Nations (UNDP, UNDESA, UNESCO, UNICEF), the OECD, various national Governments, the research community within and outside the EU, and the private sector. His main research activities include: comparative social indicators, social monitoring, international socio-economic analysis (especially on income, poverty and living conditions), EU cooperation in the field of social protection and social inclusion policies (including the so-called "Social Open Method of Coordination"), and also the implementation of international social surveys and attitudinal surveys. He has organised several international conferences in these areas on behalf of the European Commission and several EU Presidencies, and he is regularly called on as an international policy advisor.

He has written widely on comparative socio-economic analysis, social indicators and social policy monitoring. His publications include inter alia the following:

  • Two books written together with A.B. Atkinson, Bea Cantillon and Brian Nolan: "Social Indicators: The EU and Social Inclusion" (OUP, 2002) and "The EU and social inclusion: Facing the challenges" (The Policy Press, 2007)
  • Two books co-edited with A.B. Atkinson: "Income and living conditions in Europe" (OPOCE, 2010) and "Monitoring social inclusion in Europe" (OPOCE, 2017)
  • One book co-edited with David Natali and Rudi Van Dam: "Europe 2020: Towards a More Social EU?" (PIE Peter Lang, 2010).
  • One international study written together with A.B. Atkinson: "Analysing and Measuring Social Inclusion in a Global Context" (United Nations [UNDESA], 2010)

Between 2005 and 2014, he managed the EU-funded "European Network of independent experts on social inclusion" (34 European countries) and since 2014 he has managed the "European Social Policy Network (ESPN)" (35 European Countries). He is a member of the Council of the French National Observatory for Poverty and Social Exclusion (ONPES).

Since 2008, he has coordinated the EU-funded firstn second and third Networks for the analysis of the EU Statistics on Income and Living Conditions (Net-SILC1, 2 and 3), with experts coming from various European universities, research centres and national statistical institutes.

He is strongly involved in the analysis of/ fight against child poverty and social exclusion. For example:

  • he co-authored (with Hugh Frazer) the 2014 EU report produced for the European Commission on "Investing in children: Breaking the cycle of disadvantage. Assessment of what Member States would need to do to implement the European Commission Recommendation"
  • he chaired the Expert Meeting on "Child well-being in the EU: trends and policy markers" organised by the Hungarian TÁRKI Social Research Institute (Budapest, April 2011)
  • he chaired the workshop on "How to tackle poverty and social exclusion of children and youth" at the 8th EU Round-Table on Poverty and Social Exclusion (Stockholm, October 2009)
  • he chaired the EU Task-Force on "Child poverty and Child well-being", whose Report was endorsed in 2008 by the European Commission and all 27 EU countries, and he was a member of the steering committee for the study on "Child poverty and child well-being in the EU" which TÁRKI, in collaboration with Applica (Brussels), carried out on behalf of the European Commission to pursue the work of the EU Task-Force
  • he co-authored (with Hugh Frazer) the 2007 EU report produced for the European Commission on "Tackling child poverty and promoting the social inclusion of children in the EU - Key lessons".
