3rd Affordable Housing Forum: Towards New Cultures Of Affordable Housing?

Researchers from various horizons & disciplines gather at LISER to investigate current forms and models of affordable housing – and their links to cultural and local context

Esch-sur-Alzette, Luxembourg. The Affordable Housing Forum of ETH CASE Centre for Research on Architecture, Society & the Built Environment held its 2018 conference at LISER on 12 and 13 November.

Over the two day period, 17 papers were presented to researchers (details here).  The 2018 theme of the Affordable Housing Forum (AHF) was: Towards Cultures of Affordable Housing? It invited submissions that investigated current forms and models of affordable housing – and their links to cultural and local context.

The AHF brings together researchers, architects, planners and housing professionals to stimulate knowledge exchange between young and established experts across different sectors and geographies. On European funding level, Luxemburg is considered as a country with a need to strengthen its international research. Consequently, ETH Wohnforum – ETH CASE is delighted to organise with LISER the 3rd AHF. Different thematic panels were grouped around our four research themes: People, Plans, Provision and Policy.

“This year’s 3rd Symposium of the Affordable Housing Forum by ETH CASE in collaboration with LISER has been a great success. All participants shared excellent knowledge with focus on policies, plans, practices, people of affordable housing issues in different local contexts. Discussions between experts, scholars and professionals deepened the exchange from the local to international perspectives. The roundtable organised by LISER with national Luxemburg actors opened the debate to the public and to the international research community and showed similarities and differences to  , e.g., the Swiss situation in Zurich. A Round Table held on November 12th during the conference on the affordable housing challenge in Luxembourg gathered members of the press, researchers and decision makers. The introduction about dynamic growth in house prices (Julien Licheron) and its key consequence, cross-border residential mobility and commuting (Olivier Klein), was followed by the presentations of good practices made by the national experts and practitioners. The discussion moderated by Hubert Gamelon involved the representatives of different milieus: Diane Dupont (Ministry of Housing and Fonds du Logement), Yves Biwer (AGORA), Gilles Hempel (Agence Sociale Immobilière), Lex Faber (Cellule nationale d’Information pour la Politique Urbaine, CIPU) and Bob Strotz (Heisbourg Strotz Architects). They shared their experience and opinions about the new, innovative solutions to provide affordable and decent housing.

In addition to the events, on Tuesday, November 13th, the participants of the 3rd Affordable Housing Forum visited one of the residential projects aimed to offer subsidized housing to lower income households in Luxembourg. The study visit in Nonnewisen quarter, the project “Wunnen am Park” run jointly by the Fonds du Logement and the municipality of Esch-sur-Alzette, was a perfect illustration of a modern affordable housing offer developed in Luxembourg. Rebecca Fagot (Fonds du Logement) explained the project and addressed all the questions related to its development.
