The LISER Policy Lab brings together LISER’s interdisciplinary research teams and scientific partners to tackle a broad spectrum of challenges. Drawing on expertise from economics, sociology, geography and beyond, the Lab supports robust, evidence-based policymaking across diverse areas using multiple complementary methodologies, ranging from qualitative research and participatory approaches to advanced quantitative modelling and experimental evaluation.

The LISER Policy Lab applies a four-stage policy cycle designed to keep public action effective, responsive, and future-ready. This approach begins with policy identification, where emerging challenges and opportunities are detected early, followed by ex-ante evaluation to test policy proposals before implementation. Through impact monitoring, the Lab measures effectiveness in real time, and ex-post evaluation ensures lessons learned are fed back into future policy design. Grounded in impartiality, transparency, and collaboration, this model positions Luxembourg at the forefront of evidence-based and adaptive governance.

Strengthening global labour economics research and policy engagement | The Luxembourg Institute of Socio-Economic Research (LISER) is proud to announce that the IZA Network, one of the world’s foremost communities in labour economics, will join LISER as its new institutional home starting January 1, 2026.
LISER took an important step forward in its mission to deliver research with tangible impact by officially launching the LISER Policy Lab.
