Investigating the impact of racism and discrimination on migrant and non-migrant communities, and promoting equitable solutions
Luxembourg’s multicultural identity brings diversity—but also the challenge of racism and discrimination. With nearly half the population being foreign-born, the government has prioritised combating intolerance through research and action.
A national survey by LISER shows that while overt ideological racism is rare, entrenched stereotypes persist. In addition, the Portuguese, black, and Muslim communities report discrimination in employment, housing and education—yet most victims remain silent. The public agrees: anti-discrimination efforts need to be improved, with two-thirds calling for stronger measures.
The message is clear—racism may not always be loud, but silence allows it to flourish. Our study has encouraged the government to think about a National Action Plan against racism. We look forward to its implementation and hope to play a role in its evaluation and monitoring.
