In this talk, we cover the Data Governance Act (Regulation (EU) 2022/868) with the ambition of making protected public sector data securely available for re-use. We present how Luxembourg has translated this framework into national law through the Loi du 19 décembre 2025 portant création du Commissariat du Gouvernement à la souveraineté des données (CGSD) - a key pillar of Luxembourg's national data strategy - which establishes a centralised governance and designates the competent bodies for data re-use requests. We break down this governance and clearly explain who the relevant institutional stakeholders are.
We then introduce letzdata.lu, the home of the Luxembourg Data Factory and Luxembourg's single information point, where the public sector data catalogue acts as the entry point for discovering re-usable datasets. For data holders, we explain how to inventory data and publish it in the catalogue, including the rules to follow and the tools available - in particular, the national metadata specification DCAT-AP-LU.
Finally, we guide researchers through the procedure for submitting a data re-use request and explain how approved applicants can access and analyse protected data within a secure processing environment.
