Launch of the ENGAGE project results

How effective are employee surveys and managerial coaching in motivating public agents in Luxembourg?

Join us for the presentation of the results of the ENGAGE project: a multi-year collaboration between the Luxembourg government and academics from University College London (UCL), the University of Nottingham, the University of Roskilde and LISER aimed at understanding the effectiveness of employee surveys and managerial coaching within the Luxembourg government.

The workshop will bring together practitioners and academics to discuss the effectiveness and limitations of this data-driven approach to improving public agents’ motivation, as well as lessons learned for the future of public agents’ motivation in Luxembourg.

Scientific background 

Employee engagement is a major challenge for managers. Engaged employees are in a positive and fulfilling psychological state, in which they are emotionally, cognitively and physically involved in their work. Organisations with more engaged employees are more productive and better able to retain their staff.  However, employees are often disengaged, both in the private and public sectors.

How can organisations strengthen employee engagement? A typical response is a model of staff engagement surveys aimed at identifying levels of engagement in different organisational units, followed by a series of interventions designed to increase engagement levels. This approach is widespread and used in thousands of organisations in the public and private sectors.

But how effective is it? The ENGAGE project provides answers to this question through an experimental evaluation of the effectiveness of this approach in 80 divisions of 19 public sector organisations in Luxembourg.

In recent years, there has been a discernible shift in the discourse on industrial relations in Europe. Contentious collective bargaining in response to surging inflation, tighter labour markets leading to a stronger bargaining position for workers, renewed strike activity in many countries and organising drives in the low-wage service sector have been noticeable developments. These changes contrast with the preceding decades marked by the erosion of sectoral collective bargaining and associated institutions.
